Approach to HR planning


The system «Octopus HR Planning IS» provides tools to develop country HRD plan – a set of scheduled events related to training of all personnel categories of the country making decision to construct a nuclear facility. An important aspect is the ability to bind educational tasks to the construction milestones in accordance with the reguirements of the IAEA document NG-G-3.1 «Milestones in the Development of a National Infrastructure for Nuclear Power». The work is done in three stages:

Stage I
Establishment of a Working Group, which brings together representatives of the Rosatom side and the partner country to develop a country plan for the 5 categories. It takes into account:
  • the objectives and interests of all stakeholders as well
  • capacities and capabilities of the partner country
Stage II
Develop the Country Plan:
  • input construction and commissioning milestones
  • decide on the categories to be trained
  • select the courses and providers from the database
  • estimate time and cost of your training programmes
  • adjust your plan to minimize risks and achieve effectiveness
Stage III
Manage your country HRD plan in Octopus Information System:
  • monitor training activities to the level of each student/trainee
  • plan and check personal career paths
  • predicts and tracks changes in HRD plan
  • get in-time information about current training activities and training load
  • generate various reports for all stakeholders
